In this case, it does not act on the camera, because when the laptop is closed, the camera cannot obtain images. 

All Mac notebooks with Apple's T2 security chip have a hardware disconnect that ensures that the microphone is deactivated each time the lid is closed. This disconnect is implemented in hardware only and thus prevents any software, even with root or kernel privileges on macOS, and even software on the T2 chip, from activating the microphone when the lid is closed.

The camera is not hardware disconnected because its field of view is completely obstructed with the lid closed.
